RESEARCH OVERVIEW
Sarah’s research focuses on health systems reform and policy analysis with particular interest in change management and the delivery of integrated care and population health in complex systems paying particular attention to policy implementation.
These interests have been progressed through her role as Co-Applicant on the HRB funded Health System Foundations Implementation beyond 2020: Co-producing a Sláintecare Living Implementation Framework with Evaluation: learning from the COVID-19 health system’s response; and the HRB funded Pathways to Universal Health Care in Ireland 2014-2018 project. A key paper linking to integrated care and its implementation through health regions in Ireland is the 'Understanding service reorganisation in the Irish health & social care system from 1998 to 2020: lessons for reform and transformation'. This work was conducted to capture lessons from previous structural & policy reforms and orientate health regions implementation under the Sláintecare Reform Programme.
Currently Sarah is PI on the HSE National Health Service Improvement research collaboration project, 'Together for Population Health'. This is a co-designed evidence and consensus building initiative to agree a standarised definition and principles in action of the 'Population Health Approach' for Ireland as the new Health Regions are established.
Sarah is a member of the All-Ireland Steering Group of the International Foundation for Integrated Care (IFIC) and has co-produced research with several national initiatives for integrated care including the National Integrated Care Programme for Older Persons (ICPOP), and Community Health Networks (CHNs). Sarah was a member of the HSE Integrated Service Design Working Group through 2023, and a member of the technical team that supported the All-Party Oíreachtas Committee on the Future of Healthcare in Ireland producing its Sláintecare Report in 2017. This report has set the on-going agenda for Health System Reform in Ireland including the establishment of the new Health Regions in 2024.
